About Us
Franklin J. Bowser, President/CEO
Franklin has over 20 years of experience in the construction arena. Franklin has served as project engineer, superintendent and project estimator in over 20 major projects all over the state of Virginia, many of those projects done on the campuses of higher learning. Other projects include retail spaces, retirement communities, multifamily housing and large community buildings.
Franklin’s leadership skills and extensive construction knowledge makes Mark Turner Construction the premier choice for your construction needs. Franklin has worked diligently to maintain a strong reputation of respect and professionalism throughout his career. He has cultivated relationships with clients/owners, subcontractors and other vendors throughout his career and takes pride in that lasting communication.
Franklin’s passion for people and construction allows him to excel in every aspect, from start to finish, of your project. He serves the community by being part of ACE Mentors, a member of the AGC and serving on the Membership Committee of the ABC.

Origins of the Name Mark Turner Construction
Turner Bowser
Turner Bowser, Franklin’s father, was born in Plymouth, North Carolina. One of 15 children, Turner learned from his father that hard work is the key to success. He learned the flooring trade quickly and was known for his fine work. He relocated to Virginia Beach, VA and continued in the flooring business where his business thrived; he is well-known throughout the Hampton Roads area for excellent workmanship as well as his strong work ethic. His work has taken him to Texas, Louisiana, Mississippi and North Carolina. He has worked in a variety of venues including hotels, restaurants and major office buildings
Mark Biagas
Mark Biagas, Franklin’s father-in-law, was born and raised in Lake Charles, Louisiana. One of 14 children, he grew up in a home where work ethic, family, faith and values were key. His father was an electrician who taught the trade to all eight of his sons. His mother was a homemaker who instilled the importance of family and perseverance. Mark has been an electrician for over 40 years, doing all aspects of the job, including, but not limited to, residential, commercial, general contracting and government work. Mark’s commitment to his profession has taken him all over the country. He has lent his expertise on major projects in Louisiana, Maryland and Virginia, just to name a few.
